In this effort, Bappenas has identified five key sectors with potential for implementing circular economy principles, including the food and beverage sector with a focus on the palm oil processing industry. This study utilizes a dynamic system methodology based on circular economy principles, divided into four subsystems: production, environment, economy, and social. The indicators used to measure circular economy aspects include total emissions and emissions per unit of Crude Palm Oil (CPO) for the environmental factor, total employment for the social factor, and total profit for the economic factor. Five policies are analyzed in this study: Tax Incentive Policy, Palm Oil Moratorium Policy, Palm Oil Replanting Policy, Biogas Plant Development Policy, and Co- composting Technology Development Policy. Based on the dynamic system simulation results, two best policies are identified: Palm Oil Replanting Policy and Biogas Plant Development Policy. The Biogas Plant Development Policy is an option to consider for reducing emissions (by 54% compared to the Business-as-Usual Scenario) and emissions per unit of CPO (by 54% compared to the Business-as-Usual Scenario). However, if the focus is on social and economic aspects, the Palm Oil Replanting Policy is a relevant choice, with an increase in total employment by 47% compared to the Business-as-Usual Scenario and an increase in total profit by 48% compared to the Business-as-Usual Scenario. text |

Indonesia has set a target to reduce greenhouse gas (GHG) emissions by 33% by
2030 in line with the Paris Agreement. In this effort, Bappenas has identified five
key sectors with potential for implementing circular economy principles, including
the food and beverage sector with a focus on the palm oil processing industry. This
study utilizes a dynamic system methodology based on circular economy principles,
divided into four subsystems: production, environment, economy, and social. The
indicators used to measure circular economy aspects include total emissions and
emissions per unit of Crude Palm Oil (CPO) for the environmental factor, total
employment for the social factor, and total profit for the economic factor. Five
policies are analyzed in this study: Tax Incentive Policy, Palm Oil Moratorium
Policy, Palm Oil Replanting Policy, Biogas Plant Development Policy, and Co-
composting Technology Development Policy.
Based on the dynamic system simulation results, two best policies are identified:
Palm Oil Replanting Policy and Biogas Plant Development Policy. The Biogas
Plant Development Policy is an option to consider for reducing emissions (by 54%
compared to the Business-as-Usual Scenario) and emissions per unit of CPO (by
54% compared to the Business-as-Usual Scenario). However, if the focus is on
social and economic aspects, the Palm Oil Replanting Policy is a relevant choice,
with an increase in total employment by 47% compared to the Business-as-Usual
Scenario and an increase in total profit by 48% compared to the Business-as-Usual
Scenario.
