The Indonesian government has set a target of achieving access to basic
sanitation in the RPJMN 2020 - 2024 that is 90%, including 15% access for safely
managed sanitation. Access to basic sanitation Indonesia in 2021 is 80.29%,
including 7.25% safely managed sanitation. In the 2021, the population of Bogor
Regency will reach 5,489,536 people, while the population of Cibinong District
will be 363,424 people. The achievement level of basic sanitation in Bogor
Regency is 63.91% with 0.38% safely managed sanitation in it. The level of basic
and safely managed sanitation in Bogor Regency is still low, so it needs to be
improved. The Bogor District Government’s efforts to improve access sanitation
include establishing the Peraturan Bupati Bogor No. 74 of 2021 which contains
rules for Scheduled Desludging Program (LLTT) with a desludging period every 3
years. LLTT is a routine desludging service program to be processed at IPLT
routinely which is carried out according to applicable regulations. In preparing
for the implementation of the LLTT this research will analyze readiness based on
technical, institutional, financial, social and environmental aspects. This study
used an IPLT technology audit with pairwise comparisons method on THIO
variable and SWOT analysis to develop the strategy for implementing LLTT in
Bogor Regency. In this study, community questionnaires were distributed to 100
respondents in Cibinong District and pairwise comparison questionnaires to 15
expert respondents. The results of the analysis technical aspects are that the IPLT
Cibinong has an idle capacity of 23.5 m3/day, the IPLT Cibinong has 10 units of
trucks for desludging services, there is some damage to the processing unit in
IPLT Cibinong. However, the assessment from audit technology with THIO
variable of IPLT Cibinong performed well with a percentage of 76.63%. The IPLT
Cibinong has fullfilled 5 of the 8 criteria for assessing the readiness of the region
to carry out the LLTT. This shows that the IPLT Cibinong has fulfilled 62.5% of
regional readiness to carry out the LLTT. The results of the analysis of the
institutional aspect are that the IPLT Cibinong is managed by UPT SPALD

Kabupaten Bogor with 52 workers. IPLT Cibinong has a fee for desludging in
accordance with Peraturan Daerah Kabupaten Bogor No. 28 of 2011 amounting
to Rp. 150,000/suction. This rate is considered too low by a private desludging
company in Bogor Regency. Therefore, an analysis of the financial aspects was
carried out which resulted in a community ATP level of Rp. 54,000/month and
WTP value of Rp. 8,900/month or Rp. 260,500/suction. Analysis of the financial
feasibility with NPV and BCR can be seen that the fee for desludging services is at
least Rp. 7,200/month or Rp. 259,200 /suction. The value of ATP and WTP is
higher than the value of the applicable tariff and the planned tariff for the LLTT
implementation. Analysis of social aspects shows that the percentage level of
public awareness about waste water management in Bogor District is 69.12%.
This shows that the community agrees with the implementation of the LLTT
program in Bogor District. Analysis of environmental aspects shows that IPLT
Cibinong still has effluent parameters that exceed the quality standards according
to Peraturan Menteri Lingkungan Hidup dan Kehutanan No. 68 of 2016.
Parameters that exceed quality standards are CO, ammonia and total coliform.
Based on the SWOT analysis, the recommended strategy for implementing LLTT
in Bogor District is progressive by conducting massive outreach, education,
promotion to the community, collaborating with the DPUPR Kabupaten Bogor for
LLTT program collaboration with DAK Sanitation program, making a
cooperation agreement with private companies, granting subsidies from the
regional budget and proposing tariff increases for desludging. |
