Summary: | Population growth and changes in economic patterns have resulted in increasingly
diverse volumes, types, and characteristics of waste. In Bekasi, Karawang, and
Purwakarta Regencies (Bekarpur), this situation is exacerbated by the suboptimal
performance of existing waste services. Waste management efforts at the regency
level face limitations in terms of inadequate facilities and governance, which, if left
unaddressed, could lead to environmental, economic, and public health problems.
Ekonomi sirkular principles, emphasizing recycling and waste reduction, offer a
solution to alleviate the burden of waste management and enhance environmental
protection. In the context of ekonomi sirkular implementation, regionalization
policies play a crucial role since recycling, a significant component of ekonomi
sirkular, often requires cross-regional collaboration. Therefore, the transformation
of waste management in Bekarpur is carried out through regional waste
infrastructure management. The objective of this research is to identify strategies
for regional waste infrastructure management in Bekarpur using circular economy
principles. Mixed method approach using the Analytical Hierarchy Process (AHP)
method with a pairwise comparison assessment questionnaire and Indetph
Interview to obtain a more comprehensive strategy., featuring 5 criteria and
indicators. Social criteria (S) hold the highest level of importance with a global
weight of 0.47, indicating that social aspects are the primary considerations in
ekonomi sirkular implementation. The second-highest criterion is economic (E)
with a weight value of 0.24, followed by institutional (I) with a weight of 0.19. The
remaining two criteria, technical (T) and environmental (L), have weights of 0.05
and 0.04, respectively.Seven subfactors hold high values, including public
perception of waste services (S1), planning-monitoring-evaluation strategies (I3),
financing structure (E4), investment costs (E1), waste infrastructure support
facilities (T2), environmental quality protection and management (L2), and
stakeholder collaboration (ABCGM and International (I1)).In-depth interviews
reveal that the transformation of regional waste infrastructure in Bekarpur requires
strengthening both governance and physical aspects. In terms of governance, the
focus lies on social aspects as a precondition for ekonomi sirkular implementation.
This is followed by securing financial resources and strengthening institutional
aspects to provide a legitimate and legal foundation, uniting all stakeholders in waste planning and management with circular economy principles. Regarding
physical aspects, efforts are directed towards providing adequate regional facilities
and supporting facilities at the regency level. Additionally, the enhancement of
environmental protection is ensured through the proper management of materials
in a circular manner, enabling energy conservation and emission reduction to be
achieved.
