Fact that happened in Northern Subang Regency as the downstream watershed areas where almost every year is happened by the dryness at dry season and floods in rain season, inviting suspicion that have been happened the damaged of upstream watershed areas causing the annoyed of watershed hydrologic functions. Whether the problem is resulted by forest area conversion to become agriculture area. Based on 2001 landuse map analysis and refer to conservation area criterion that predetermine by regulation of Jawa Barat Province, Peraturan Daerah No. 2 tahun 2006 tentang Pengelolaan Kawasan Lindung, it will be obtained the wide of existing forest areas are still more than from what ought to. This fact then is arise the more question whether the wide of existing forest areas even not enough yet to support the hydrologic protection <br />

The purpose of this research is to make the pattern of landuse at the upstream watershed in Subang Regency that is for forest and agriculture, where the grade of protection function performance is highest. The form of agriculture can be as plantation, horticulture, or rice <br />

field sawah. The assessment of protection function performance is limited just to water conservation, soil conservation and flood prevention. The assessment process is to evaluate various criterion of factor that most effect to the protection function performance. The result <br />

of this process is that the grade of protection function performance will be reached highest if the almost of crop of this region are forest. But with the consideration of agricultural economy in the area, is hence made some scenario of landuse pattern with three level, that <br />

are moderate scenario, advance scenario and extreme scenario, where the protection function performance value is still higher than the condition of existing landuse in <br />
