The phenomenon of coastal tourism development, which began with an increase in the number of restaurant and cafe businesses in Holtekamp Beach, is observed. The researcher found a gap in the literature regarding the lack of research on sustainable restaurant and cafe businesses in the context of Blue Tourism in general, as well as the multi-level perspective discussing the same industry. Therefore, this thesis is written with the aim to explore the driving factors for actors, actors' perceptions of the phenomenon, and the landscape of the phenomenon. Qualitative data analysis was conducted using primary data collected through interviews and observations, as well as secondary data from relevant documents and articles. Based on this, it can be concluded that the potential of Holtekamp Beach as a tourist destination is a strong factor that drives the involvement of actors, including business owners, the Jayapura City government, the Tobati-Enggros indigenous community, environmental advocacy groups, and the PHRI Papua organization. However, these actors are still unfamiliar with the concept of Blue Tourism and its implications for tourism development. Innovations and regime movements are still influenced by the landscape of coastal tourism trends and sustainable concepts in general. For further research with a multi-level perspective, the concept of transition based on social innovation needs to be further explored. text |
