IDENTIFICATION OF ROLES AND COLLABORATION OF STAKEHOLDER IN THE DEVELOPMENT OF WASTE-TO-ENERGY-BASED WASTE MANAGEMENT (STUDI KASUS: TPST-RDF CICUKANG HOLIS KOTA BANDUNG)

The development of the Waste to Energy Concept is increasingly encouraged to address the problem of housing while providing renewable energy through the RDF technology method. The city of Bandung as the largest waste producer can be used as a potential for the development of waste management concept Waste to Energy with the RDF technology method, which is one of them with the construction of Cicukang Holis TPST using Refuse Derive Fuel technologies. In achieving the success of WtE waste management concept in TPST-RDF Cicukang Holis required stakeholder participation covering roles and cooperation between stakeholders involved. The study aims to identify the forms and patterns of interaction and networking between stakeholders in waste management based on the Waste to Energy concept at TPST-RDF Cicukang Holis Kota Bandung. Interest and influence stakeholder analysis and Social Network Analysis is used in this study using data from literature surveys and semi-structured interview results to see how the roles, interests, influences and forms of interaction and networking between stakeholders of each stakehole in waste management are WtE concepts. Based on the results of the researchers, the role of each existing stakeholder is to play a role in the formulation of the WtE program plan through the ISWMP project in the city of Bandung, the planning and development of TPST-RDF Cicukang Holis, the provision of machines and bioactivators of RDF technology, the implementation of use and operation of the RDF technologies, the sale and purchase of fuel products RDF, monitoring and evaluation, as well as the delivery and construction of education related to the management of garbage with the concept RDF and RDF. Using the analysis of the matrix of interest and influence, it was obtained that stakeholders Bappenas, LHK Ministry, Kemendagri, PUPR Ministry (BPPW Jabar), DLHK Kota Bandung, UPTD kota Bandung, NMPC, CV Nusantara Jaya, and BRIN became Key Players, that is, have a high interest and impact in WtE waste management in TPST-RDF Cicukang Holis. Studies also show that each stakeholder collaborates with various stakeholders, including government with government, government with private entities, governments with academics, the government with society, as well as the private entity with the academics. Through Social Network Analysis with degree centrality, closeness centrity, and betweenness centrality methods, DLHK Kota Bandung is identified as a crucial collaborator stakeholder in facilitating connections and relationships between stakeholders in WtE waste management networks in TPST-RDF Cicukang Holis.
