Summary:A construction project's success is highly dependent on the process and expertise of the involved human resources. In construction initiatives, stakeholders, particularly consultants, require human resources with specialized expertise certifications. PT ENJINIR (PSEUDONYM) is one of Indonesian construction consulting firm headquartered in Bandung, West Java. At PT ENJINIR (PSEUDONYM) there is one division that plays a big role for the company which is called the monitoring division. This division's work entails a variety of people from various parties, and monitoring is also classified as a job with a high level of people movement. Some problems in the monitoring division are caused by technical and non-technical issues, but the primary cause is the absence of a system that clearly defines job responsibilities and lack a measurement of company performance management. These factors have an effect on work processes that are perceived as inefficient, delaying projects and possibly causing work delays. Monitoring works is one of the divisions that contributes to office revenue and engineer mobilization attrition, and it has a significant impact on the office's internal processes, the implementation of propper PMS is needed. The purpose of this research is to map and develop a new work system to eliminate ineffective work in the Monitoring Division of PT ENJINIR (PSEUDONYM), also to propose a performance management and measurement system that is appropriate for the Monitoring Division of PT ENJINIR (PSEUDONYM). Performance Management System (PMS) is one way to improve company performance. However, the literature shows that there is no PMS framework that fully fits the characteristics of consulting firms in Indonesia, particularly those like PT ENJINIR (PSEUDONYM). This study aims to manage the organizational performance of PT ENJINIR (PSEUDONYM) company using Knowledge Based Performance Management System (KBPMS) framework approach developed by Wibisono (2006). The proposed model was developed by combining a literature review and a case study approach applied to construction companies especially from previous studies in Indonesia. The data is analyzed to assess the suitability of the company's strategy with the current PMS used in the company, and to determine suitable performance indicators to be used in the proposed model. The analysis was carried out using a qualitative approach and multi-criteria decision-making with an analytical hierarchy process (AHP) approach from experts at the managerial level of the company. From the results of the study, several findings were obtained, namely a better explanation of RACI work, the use of information technology using the Monitoring Information Display System, as well as the main suggestion is the implementation of PMS. The research shows that there are at least 16 aspects and 20 performance measurement variables proposed for the monitoring division to support PT ENJINIR (PSEUDONYM)'s performance. The development of this model is still in a stage that needs to be developed further. Evaluation and improvement of the PMS implementation will be planned in the future.
