Summary:The property sector is a supporter of the Indonesian economy because the property sector has an influence on other sectors. In addition to the construction sector which is closely related to the object of its development, the property sector is believed to bring a multiplier to 172 other business actors and of course can create jobs, both during residential development and in subcontracting, so that in the end economic growth will occur. Housing includes houses and infrastructure, public facilities and utilities is one of the property sector industries that is still in high needs (backlog) and demand, in Indonesia the responsibility for providing housing is the responsibility of the Government but due to budget constraints, the implementation is carried out by Housing Developers, in addition to reducing the number of home backlogs as well as to gain profits. However, according to BPKN and YLKI, complaints from the housing sector always rank highest, one of which is related to construction, such as problematic development, bad environment, site changes, size is not appropriate, public facilities are not appropriate, handover is not carried out because it has not been completed. There are also housing problems, according to PPDPP, namely unqualified buildings, building failures, developers failing to pay to the Construction Services Business Entity. These problems can arise from both the Government and Business Actors. Therefore, this study tries to identify how the implementation of housing in relation to construction and its problems from the perspective of the Developer as a business actor and Government Regulation. The government as a regulator must of course issue a regulation from upstream to downstream, harmonize the contents of the regulation with other regulations, prepare the regulatory bureaucratic structure and apply sanctions. In addition, developers as business actors in their business activities must build housing with good quality standards by going through the stages of construction, namely general planning, programming, construction consulting and construction work, which of course involve construction workers.
