DESIGN OF KUTO BESAK FORTRESS CULTURAL HERITAGE AREA AS A TOURIST ATTRACTION

Kuto Besak Fortress Cultural Heritage Area is one of the cultural heritage areas in Palembang City. This area is also designated as a tourist attraction for the City of Palembang. Its strategic location makes visitors not hesitate to visit it. However, the existing condition of the area is inadequate due to the lack of tourism support facilities that support tourism activities in the area, both in terms of land use, buildings, vehicle circulation, pedestrians, parking, waste facilities, and others. In addition, the Palembang City Government has never prepared a document for designing an area which has the potential for a cultural heritage object as a tourist attraction. It is still in the process of preparing the document for the formation of a Cultural Heritage preservation team in the area. In this study, the solution to overcome the problems in the area is to design the Kuto Besak Fortress Cultural Heritage Area so that the area's functions can run optimally. The design is carried out using the fragmental method with problem solving design techniques. The design considers guidelines and literature regarding area design, tourism area design, and cultural heritage preservation; the existing condition of the area based on the components that have been formulated; perceptions and preferences of the people of South Sumatra. The design policy formulation is an embodiment of the Kuto Besak Fortress Cultural Heritage Area which is attractive and educative with adequate supporting tourism facilities considering the criteria that have been formulated, namely safety, beauty, accessibility, comfort, security, cleanliness, and beauty and strengthening of the area.
