Many experiences indicated that the projects poorly were supported by local people would face impediment in the development. Based on those concepts, this study was done; taking case of Kedung Ombo Dam Project, particularly at Desa Rambat, Kecamatan Geyer, Kabupaten Grobogan and at Desa Wonoharjo, Kecamatan Kemusu, Kabupaten Boyolali, in Central Java Province. It aims to trace the change of villagers income who implicated by project.

This study employs qualitative data collected by interview and involved-observation. Quantitative data were collected of secondary data. Interview was done on 50 respondents chosen purposively of Kemusu and Geyer Sub-District. The results of study reveals that the impact of erecting Kedung Ombo Dam Project as follows:

(1). Positive-Impact, that project has given a benefit and added value, being region more access; as well as, project is potential as a new resource that can be developed to agri-aquaculture program.

(2). Negative-Impact, that project has caused the disappearance of both land and activity of agriculture.

Moreover, the changes of teristis condition to aquatic condition cause an adaptive process through intervention of government. Besides, it has enabled a technology transfer, introduction of new innovation in fishery cultivation through karamba system. However, it has not create a fixed income (only an additional income); The activities vary as follows:

-Farmers who have a broad land and capital (more than 0,5 acre), still handling their own land and doing karamba as an additional income;

-Farmers who have a narrow land (the same or less than 0,5 acre) and have capital, doing karamba, while, they who have no capital still handling their own land, and the rest handling rent-land.

This study devotes a conclusion that the change/shift of income source from agricultural sector to non-agricultural sector is possible to exist, if it coincides with affordability in capital, mastery a practicable skill, motivation, determination, as well as a courage in taking decision.

Some advice that can be conveyed of this study are (1) the need of continual assistance for farmers through extension of credit program, cooperative, contract-farming (inti-satelite fishery-estate); (2) fishery cultivation through arranging location of karamba, based on carrying capacity of Kedung Ombos waters; (3) handling tide-ebb land.
text
