Garut Regency already has a regent regulation in 2021 related to the Electronic-Based Government System (SPBE). The implementation process of this SPBE program, closely related to the Smart governance dimension, has several problems in its implementation, such as the lack of structure, infrastructure, and superstructure to support the implementation process of this Smart governance. To identify the existing conditions, influential factors and the current development process related to the condition of Smart governance in Garut Regency, research was conducted by setting three objectives in this study, namely: 1. Identifying the existing conditions of Smart governance that have been running in Garut Regency in the process of achieving the concept of ideal Smart governance according to the Garuda Smart city Model maturity concept, 2. Identifying what factors influence the implementation process of Smart governance in Garut Regency. 3. Formulate Recommendations for the Development of Smart governance in Garut Regency. The method used in this study is a mixed method. Data collection uses the purposive sampling technique and snowball sampling, primary data is collected by conducting interviews and field observations, while secondary data collection is done by literature study, data requests to relevant agencies, and searches of official government agency websites. For data analysis in this study, the researcher uses three methods, namely: qualitative descriptive analysis, content analysis and scoring analysis. Based on the analysis, it was found that Smart governance Initiatives have emerged, such as public services have used online systems, network infrastructure and hotspots are available, and support from the executive, legislator and non-governmental institutions including the community strongly supports this digitalization process. Based on the research results, there are several things that have not been implemented well, such as in public services that have almost used online but are still not integrated, the availability of basic needs monitoring is still not available, the availability of internet infrastructure has not reached the entire area, funding is still limited, the percentage of the community connected to the internet is still low, and community aspiration services are still oneway. From the analysis of the maturity level of Smart governance, according to the Garuda Smart city Model, it was found that this dimension is at the initial stage or Smart governance Initiatives have emerged, but have not been executed by all elements of government and society, so they are partial. text |
