PT X is an Indonesian state-owned company responsible for managing operations in the upstream oil and gas sector, along with overseeing a diverse portfolio of subsidiaries, joint ventures, and affiliated companies. According to Telgen in De Boer, Labro, & Morlacchi (2001), industrial companies allocate 50-90% of their total turnover for procurement purposes. One of the procurement methods employed by PT X is the tender process, wherein the procurement committee compiles a bidder list comprising potential goods/services providers invited to participate. The formation of this bidder list involves several mechanisms, one of which is the creation of a list of capable providers known as DPM. As defined by PT X, DPM is a roster of providers recognized for their competency and administrative potential. Furthermore, in the oil and gas industry, it is considered ideal to employ 15 to 20 criteria, aside from administrative factors, for evaluating goods/services providers. Expanding on this, the LKPP (2021) stipulates that once the criteria are established, the DPM selection process should proceed by evaluating goods/services providers based on the predetermined criteria. However, up to this point, PT X has not executed an assessment of goods/services providers as part of the DPM preparation process, due to the absence of this process within the company. In an effort to address issues pertaining to the criteria for evaluating goods/services providers, this study proposes an evaluation of criteria by adopting those utilized in analogous industries. Expert input from PT X will play a role in selecting these criteria, which will subsequently be integrated into the assessment of goods/services providers. The evaluation process employs the multi-criteria decision-making (MCDM) methodology, given the need for considering multiple criteria. This process commences with the criteria being weighted using the AHP Liberatore model, followed by the assessment and ranking of goods/services providers utilizing the TOPSIS model. The outcomes generated by these two MCDM models are then consolidated into a decision support system, enhancing transparency throughout the assessment process and promoting greater objectivity.
