To increase construction Service Industries Competitiveness especially Construction worker through UU of Service Construction No. 18 Year 1999, Government commend obligation of the ownership of certificate to Expert and Skilled Man Power Service Construction. In conctruction development of certificate, there was various problem of certification system resulting that certification process cannot walk according to commendation of UU Service Construction. Pursuant to data of LPJK ( 2008) there are problems of performance of Certification Worker Construction cover structure and amount of Construction Worker supply; performance difference between Body of Certification Association ( BSA) and/or Body of Certification Skill ( BSK) in yielding certificated Construction Worker. In general, service user of construction doubt of the truth of to interest storey;level which is mentioned in certificate. The problems resulted by the lack of monitoring which either by LPJKN and LPJKD to execution of activity of certification done by BSA and/or BSK; existence of guidance of Accreditation, Certification, and specified Registration 7 years ago irresolute arrangement regarding used Standard Interest; and irresolute arrangement regarding conditions of Asesor. In the end, existence of the problem of certification above have resulted Certification Worker Construction unable to reach performance which is expected in attainment of specified target (to be expected). Through this research Conceptual Performance Management Modeldeveloped assumed can improve;repair / jacking up performance of Sertifikasi Worker Construction. Conceptual Performance Management Model is conceptual system of arrangement performance process construction worker certification by Institute Development Of Service Construction (LPJK), consist of various subsystem certification process, organizational subsystem, and guidance subsystem / integrated reference inwroughtly to reach the target of expected construction worker certification in the year 2015. Basicly, this Performance Management Model use repair concept of performance at entire conducted activity component step by step and continuation. To provide performance information which have been reached require to be conducted by measurement of performance as elementary element of Performance Management. Conceptual Model of Measurement of special developed Performance for the Accreditation of Worker Construction with aim to to yield BSA and/or of BSK really of competence and hold responsible in management of Certification Worker Construction. of Model Measurement of developed to be Performance to be specified by 5 (five component) which must be measured by its performance in guarantying attainment of target, covering for example : Profession Association and/or Institution of Diklat; Guidance Of Accreditation; Committee Accreditation; Accreditation Process; and BSA and/or of BSK. As a means of to measure performance require to be developed by performance indicators at every component to be measured its performance. for that, identifyed by furthermore of special Performance indicator for the Guidance of Accreditation. In Performance Indicator identification Guidance of Accreditation identified by 13 (thirteen) performance indicator able to be used to measure performance guidance of Accreditation as a means of or medium to measure storey;level attainment of arrangement (guidance) in guarantying standard elegibility of Association Institution and/or profession of Diklat as institute tire ( BSA / BSK) which carrying out the Construction Worker Certification. text |
