The SME has a significant potential as shown by the number of SME in 2004 and 2006 respectively at 38.7 million units and 42.4 million units operating over a wide spectrum of businesses across the country.

Strengthening the SME will support increase in productivity, employment and income of the poor society.

The problems constantly faced by the SME are the lack of skilled human resources, entrepreneurial skill, technology and management of market information.Such problems lead to low productivity and quality of management. The current increase in the SMEs competence has not been widespread due to the low quality and limited number of business development departments which are accessible to the SME.

The SME can potentially increase its productivity and income if it can go into partnership with large corporations as conducted by PT CPI. As part of its corporate social responsibility, PT. CPI focuses its attention on improving local economic development by supporting SME though a business development program. The goal of this program is to provide employment and business access and to develop SME by supporting government program in training the SME.

The study shows that PT. CPIs efforts to improve local SME through a business development program have brought positive impacts on increased productivity as shown by the increased in number of SME which participated in PT.CPI auction of contractual services, improved productivity and lower customer complains. Furthermore the SMEs profit and asset have increased when compared to prior joining the local business development program. text
