The surrounding area is overgrown with mangrove forest and includes a small island located in front of Ancak Island. In 2005, Pelindo cleared mangrove trees on Ancak Island for the building of port as part of the short term Dumai port development project, phase I. The tree felling was responded strongly by local leaders who demonstrated in protest and demanded responsibility from PT. Pelindo. The conflict remains until present day. The residents through the NGOs such as PAB, KEPAH, and Kop ling watch over the mangrove forest area on the west side of the Dumai River estuary. As such if the Pelindo port development plan proceeds in that area, it could lead to physical conflict This study aims to identify the causes of the conflict and formulate its resolution. Data is collected from documents, field observation, interviews and triangulation. Data analysis is based on Huberman technique through data reduction, data display and conclusion. Data is collected based on parameters to evaluate conflict and formulate the relevant resolution such as the Putri Tujuh story, the meaning of Putri Tujuh Legend for Dumai town, identification of mangrove forest at Dumai river estuary and positive-negative impacts of Pelindo and its development. A stakeholder analysis which includes local residents and Dumai municipal government is further conducted. The study concludes that the conflict is caused by the societys interest to maintain the mangrove forest at the Dumai river estuary because it is an archeological site of the Putri Tujuh legend and has important ecological value. As such the residents wish to protect the forest from effects of Pelindo port development. However, the company has contributed towards Dumai town development, and from a legal aspect, the Pelindo agreement stipulates a 2.6 hectare of protected area. The conflict can be resolved through establishing a monument at the archaeological site of Putri Tujuh Legend appropriate to and consistent with the agreement memorandum among Pelindo, Dumai Town government and the society, establishing a 2.6 hectare of protected area by the Dumai Town government and tourism development; and Pelindo is allowed develop a port within a stated clear boundary. text
