To address this issue, the government needs to conduct a more focused and comprehensive circular economy evaluation within these industries. In this study, a decision support system is developed to facilitate the government in identifying the potential of each subsector to implement a circular economy. The decision support system is designed to prioritize subsectors within the food, beverage, and tobacco industries for circular economy implementation. The design follows the methodology of the system development life cycle, building the system comprehensively step by step. In this study, various indicators contributing to the circular economy within the industries are identified and selected using the Grey-Delphi method in the developed system. Based on assessments from 27 experts, 32 relevant circular economy indicators are identified for the studied industries. Decision-making within the system is accommodated through the VIKOR model, a multi-criteria decision-making model, applied to 38 alternative subsectors within the industries and accommodating 16 selected circular economy criterias. Through conducted calculation, the ranking of subsectors with the highest potential for circular economy implementation is identified, with Crude Palm Oil and Cooking Palm Oil Industry leading the list. The system interface is developed to aid users in comprehending the calculation process from step to step. The interface design is executed using the Microsoft Excel platform and VBA Macro. text
