Summary: | Relations between local and external network that rarely discussed in development,
have resulted in many failures in the regional development process. Approach to
the development of peripheral areas has always been carried out exogenously or
endogenously without looking at the relationships that can occur by combining the
two approaches. The neo endogenous approach provides space for the discussion
of networks in development to see the relationship between exogenous actors and
endogenous actors. But so far the discussion of networks in neo-endogenous
development has only been limited to visible networks, not yet leading to implicit
networks. To uncover this implicit network, a power perspective is needed to
explain the process of the mechanism and how the neo endogenous approach
can be successful for regional development. The power relation perspective can
help investigate the hidden and invisible powers of a development process that can
be indicative of the implicit network of outer islands. Thus, it is hoped that the
mechanism of network interaction between actors in the neo-endogenous
development of the outermost islands can be explored, both explicit and implicit in
nature.
This study uses a case study approach aimed to analyzing cases of development in
the periphery of the archipelago, Natuna Regency, Riau Archipelago Province as
the outer island region. It is dominated by exogenous development but has many
teritorial capital assets that are useful for the development of the island region. The
fisheries sector is used as the primary sector for research discussion which is also
the largest territorial capital of the island. Data were obtained through observation
and in-depth interviews with key informants and analyzed using stakeholder
analysis and power cubes.
This research provides related theoretical contributions: (1). Knowledge related to
the mechanism of interaction between local and extra-local actors in the
development of the outer islands, where this approach has never been discussed
except in the rural context on the mainland in a neo-endogenous approach; (2). The
perspective of power in neo-endogenous development which is integrated with a
multidisciplinary methodology, political science, becomes a new approach to be aniv
epistemological tool within the framework of neo-endogenous development.
The results of the study show that by using the perspective of power relations, a
form of interaction mechanism is obtained between exogenous and endogenous
elements. If in exogenous development, exogenous and endogenous agencies only
have a one-way relationship that tends to be top down, then in the neo-endogenous
approach on islands, there is power relations that are not only one-way in nature
between exogenous and endogenous agents. After gaining influence and
understanding from exogenous agencies in an extra-local environmental condition,
endogenous agencies are able to create their own autonomous power space. The
autonomous power space will further reduce the power distance between
exogenous and endogenous actors thereby increasing the potential for continuity
between regulation and implementation. Autonomous power space grows out of an
extra-local environment where influences, information, knowledge, ways of
thinking, values and norms of exogenous agencies are given to endogenous
agencies. Autonomous power space increases the capacity of endogenous actors
both in terms of knowledge transfer and in terms of the ability to participate to
ultimately influence exogenous agencies in the decision-making process. With the
existence of a relationship of mutual influence and capacity building of endogenous
actors, it will certainly be a feedback for any outer island development policy. |
