Summary:Abstract: <br /> <br /> <br /> Water availability contains the concept of time, space, quantity, and quality. The problems too much too little and too dirty water are the main problems that require the development and management the water resource itself The development and management of water resources will always involve attempts at eliminating the gap between the decreasing capacity of water for supply and the fast increasing of water. Thus two management approaches are needed in order to fill the gap, that is, from the supply side, to increase the capacity of water supply and from the demand side, to reduce the demand of water resources. <br /> <br /> <br /> In conjunction with the Second Phase of the Indonesian Long-Tenn Development ( PJPT II ), a clearcut national policy concerning water development and management is needed so that it can be used as a guideline for local governments to manage their own water resources. And the objective of the policy should reasonably improving the coordination between related government agencies, water resource management, conservation, public participation and private business in terns of water development and management. <br /> <br /> <br /> The above water resources development and management should include the attempts of water resource development, usage, conservation, and protection on the basis of an integrated , comprehensive, and sustainable river basin development approach. The study on the systematic water resource management is a complicated case because it deals with multi dimensions, multi sectorals, multi interdisciplines, and multi-facets that require a holistic water development and management strategy. <br /> <br /> <br /> A qualitative study on water development and management is discussed in this thesis, in which river basins (SWS) such as Lomboto, Bolango, and Bone are used as samples. A case study concerning each of these river basin water development and managemed was therefore accomplished. Problems were listed in those above areas as well as on a national and regional scale. Further, these problems were analysed by using several qualitative criteria to determine the possible alternative solutions to the problems. The criteria are concerned with the impact of the policy on the consolidation of water management, coordination, economic growth and job opportunities, conservation of the environment, equality, external factors, politically acceptable policy, decentralized government, private sector participation, optimum structural managarnent, the improvement of the agency and manpower capacity, active participation of the people, government finance, peoples finance, and both condusive and constraint regulations. The result of problems analisys and their approaches enable us to set up alternative policies as well as make suggestions for implementation strategies. <br />
