Summary:Transit-Oriented Development (TOD) is a concept of an area development that integrates three main things in life, namely connecting the activities and functions of work, living, and recreation in one area around the transit node through easy connectivity on foot or by bicycle so as to create ease of people movement. However, the application of the TOD concept needs to be adjusted to the shape or character of the area, such as the Kota Tua Jakarta area, which is designated as a cultural heritage area. The restrictions on the development of cultural heritage areas mean that not all TOD principles can be applied. This study aims to evaluate the development of TOD in the cultural heritage area of Kota Tua Jakarta. To identify the feasibility, an assessment of the condition of TOD development referring to the master plan with the provision of TOD considering cultural heritage refers to 5 (five) criteria, namely transportation system, connectivity, diversity, density, and sustainability that formulated from content analysis of several national regulations and international guidelines along with the identification of impacts that are expected to occur on cultural heritage. This study uses quantitative method to assess the condition of TOD development according to the formulated criteria and indicators and qualitative method to describe the condition of TOD development in Kota Tua and the expected impacts. The results show that referring to the 2020 version of the draft masterplan document, the development of TOD in Kota Tua is not feasible because it can cause damage to cultural heritage objects and buildings, especially during the construction phase so that there are several things that need to be improved to fill the gap of indicators that have not been fulfilled.
