The purpose of this research is to formulate a TOD design concept in Kota Lama Semarang that specifically focuses on preserving the values of cultural heritage. This research employs qualitative descriptive analysis, site analysis, and design formulation using the fragmental design method. The results of the analysis indicate that Kota Lama Semarang possesses abundant potential as a TOD area, with diverse transit nodes and varying land uses. However, the primary challenge arises from its status as a cultural heritage area, which necessitates restrictions on implementing the TOD concept. One major limitation relates to building height, which must consider and protect the characteristics of cultural heritage. As an alternative, this research proposes placing higher-intensity areas on the periphery and outskirts of the cultural heritage area, particularly in the southern part of the planning zone. Furthermore, the development of buildings with diverse functions in Kota Lama Semarang should consider adapting heritage buildings through the adaptive reuse method. New functions such as commerce, education, and entertainment can be added while still respecting and preserving the authenticity and cultural values within the cultural heritage area. Thus, this research contributes to designing a TOD area that harmonizes with the valuable cultural character of Kota Lama Semarang. text
