Performance monitoring process needs data and information which are taken from entire organization. The result of performance monitoring process will be sent to the stakeholders who need it. Information delivery processes are done efficiently and effective. Efficient means that information can be understood by its receiver, easily and quickly. Effective means that the information meaning can be understood by its receiver, so that the information delivery goal can be reached. Dashboard is a tool for communicating important information at a glance, solution to an organization's need for information. Dashboard communicates the Key Performance Indicators(KPIs) by using an effective display media. Dashboard development methodology which has been created by a lot of Business Intelligence vendors only focused to its development project, so that dashboard could be implemented quickly. Dashboard development methodology also looked like Executive Information System(EIS) methodology, which only focused for strategic management needs. Dashboards are tools for monitoring organization's performance, that can be used to support strategic, tactical, and operational management. Information about KPIs which are displayed in the dashboard, must relevant with user requirement. This means that, data/information and the way to display that information are the important factors for dashboard. This research develop a methodology for dashboard development by considering 3(three) aspects of a dashboard, data/information, personalization, and collaboration. These three aspects must be owned by a dashboard to fulfilling its function to monitor and communicate information about organization's performance. Methodology focuses to the effort for displaying the right KPI that relevant with user requirements. Methodology also considers the function of the dashboard for communicate information about organization's performance. Therefore methodology focuses at 3(three) dashboard development phase, that are requirement identification, planning, and dashboard prototyping. Requirement identification phase determine the right KPI that relevant with user requirement. Planning phase analyze the data/information which are related with dashboard's KPI. Dashboard prototyping phase focuses to the effort for displaying KPI through the effective media. The first step to develop methodology is analyst the result of study literature to identify the dashboard development principles. These principles are used to develop the frame of thinking for dashboard development methodology. This frame of thinking is a general frame that can be used to develop the dashboard system. Dashboard system is a set of dashboards that are needed to support specific scope of organization business. The frame of thinking is used as a foundation for developing the methodology. Next, the methodology which has been created is applied in case study about dashboard development in Institut Teknologi Bandung(ITB), to support institute quality assurance. In the first development phase, methodology is used to develop strategic and tactical dashboard, that support rector ITB and Satuan Penjaminan Mutu(SPM) needs. The results from applying this methodology in a case study are dashboard prototypes for rector ITB and SPM. This research shows that relevancy between dashboard's KPIs and user needs can be reached by mapping every organization's KPIs in the dashboard development scope, with user business needs. In a case for dashboard system development, dashboard's KPIs identification phase is started from identify dashboard's KPIs that support the highest level management. Next, these KPIs are break downed to identify dashboard's KPIs for lower level management. Requirement identification and planning phase consider all dashboard development possibility in organization. The methodology can be applied well to develop strategic and tactical dashboard in ITB. Methodology still needs to be applied for developing the operational dashboards that support departments in ITB. After that, the methodology needs to be applied in the different case study.
