As a business entity in the construction sector, the planned profit target when obtaining a contract has been set and becomes a guideline when carrying out work as the Cost of Goods Implemented. Jalan Tol Trans Sumatera development planning is carried out by involving several stakeholders and with a predetermined time target. Initial information during different tender processes during the physical implementation of work, prolonged land acquisition schedules, and HKI readiness to manage project resources with very large volumes are the management's concerns in maintaining project Cost of Goods Sales performance. Several factors that can affect the performance of Cost of Goods Sales in the implementation of the project above, using the Five Whys method (5Whys) obtained the root of the problem, namely the performance of subcontractors, land acquisition processes that are not on schedule, simultaneous work with large volumes and the competence of field personnel. By paying attention to Benenfit, Cost, Opprtunity, and Risk (BCOR), business solution proposals were obtained, namely by improving subcontractor selection procedures, increasing employee competence in contract administration, and collecting knowledge in the Knowledge Management System. text
