After almost six years without RTRW following the expiration of Batam City Regulation No. 2 of 2004, reclamation areas are governed and arranged in the RTRW of Batam City in 2021–2041, which was established in 2021. This study aims to determine how reclamation following the establishment of Batam City's RTRW has affected the mangrove area of Batam Island. In order to accomplish this goal, the Batam OBIA method was used to classify the land cover and mangrove area from Landsat satellite images, and overlay analysis was used to identify changes in the mangrove area, mangrove critical land, changes in the mangrove area due to reclamation, and potential changes in the mangrove area of Batam Island following the establishment of Batam City's RTRW. Reclamation reduced mangrove area by 675.76 ha or 47.64% from 1,418.27 ha in 1st period (2004-2014), and by 179.71 ha or 89.94% from 199.79 ha in 2nd period (2014-2021). The implementation of the Batam City Spatial Plan 2021-2041 in accordance with the general provisions of zoning regulations has the potential to reduce mangrove land area by 1,141.42 ha, or 56.54% of the 2,018.74 ha of mangrove land on Batam Island in 2021, during 3rd period (2021-2041). text
