Before PT Super PARI was established as an independent company in January 2023, the PARI application was managed under the organizational structure of Bank Rakyat Indonesia. Through a focus group discussion process, PT Super PARI members assessed that there were various obstacles in managing the PARI application under PT Super PARI which included symptoms of problems related to the recruitment process, performance assessment and employee development. In response to this, PT Super PARI management believes that organizational improvement and development initiatives are needed in the field of human resource management. This research resulted in an initiative to develop a the Competency-Based Human Resources Management process manifested in the design of a Competency Dictionary and Job Competency Requirements for 21 positions in the PT Super PARI organizational structure. The result was a mapping of 4 core competencies, as well as 18 supporting competencies and 38 field competencies based on business processes mapping and job responsibilities identification using the Process Classification Framework (PCF) and Responsibility Assignment Matrix (RAM). The measure of competency achievement is based on the level of cognitive ability based on Bloom's Taxonomy which consists of six levels. Meanwhile, the competencies used in designing the competency dictionary refer to the list of competencies by Spencer & Spencer Competency Dictionary, and field competencies refer to the list of competencies by the University of College Dublin and The Chartered Institute of Marketing. It is hoped that the research results can become the basis for developing PT Super PARI's human resource evaluation and development system for the long term. text |
