However, assessing compliance with diverse and intricate international aviation safety standards poses a significant challenge. Existing evaluation methodologies often lack a structured approach, hindering comprehensive assessments and actionable insights into compliance or non-compliance areas. The methodology involves a systematic approach comprising extraction, condensation, and organization of critical regulatory requirements from ICAO documents, specifically emphasizing ICAO Doc 9137 Part 1. The thesis develops a Compliance and Conformance Matrix (CACM) as an evaluation tool to facilitate a structured comparison between regulatory standards and existing ARFF building designs. The methodology involves tabular representations, detailed analysis, and recommendations based on assessment outcomes. The evaluation of ARFF building designs against ICAO standards highlighted critical areas of compliance and non-compliance. Through meticulous analysis, specific deficiencies in fire hose testing facilities, pumping foam equipment, and agents/powder facilities were identified. Innovative solutions were proposed, including repurposing damaged aircraft for testing facilities and incorporating portable pumping equipment to enhance operational efficiency and compliance with ICAO standards. text
