Rich in mining natural resources, it faces serious challenges in mine waste management, particularly tailings, which pose a risk of dam collapse and potential disaster for settlements and agriculture along the dam's downstream river channel. planning emergency actions to overcome potential dam collapses by analyzing hydrological, climatological, topographic, and technical data from Taliabu tailings dam, analyzing dam collapses, preparing emergency action plans, and planning to control inundation areas through embankment structures. The results of the analysis using GIS software showed the area of the Tailings Dam Watershed (DAS) of 5.90 km2, with the Emalamo airport rain station and the Watershed Maximum Potential Rainfall (PMP) value of 597,786 mm with the Hersfield Method. The flood discharge generated using the ITB-1 method was Q1000 of 134,826 m3/s and QPMF of 283,448 m3/s. Analysis of dam collapse using HEC-RAS software showed that the use of Non-Newtonian Parameter methods resulted in mudflow-like water movement or mudflow flow. The risk level assessment shows that the four affected villages received a high risk level predicate from this disaster. The mitigation solution involves the construction of a flood retaining embankment with an elevation of 5.8 m and a base width of 30 m, as well as dike stability analysis using the GEO-Studio program resulting in a safety factor without inundation of 2,405 and when the flood water level condition is 5 m which is 3,209. The draft budget for the construction of the embankment is estimated at Rp38,548,358,704.92. text
