Indonesia is experiencing difficulties in regenerating young farmers. On the other hand, Indonesia has a culture that allows the birth of young farmers because the rice fields owned by the family will be continued for generations and it is forbidden to sell the rice fields to outside the family or outside the group. This culture is Minang culture. Where, this is intended so that families and groups have a guaranteed income and life. However, it does not rule out the possibility that their descendants will migrate outside their area to find work with a steady income. Most Indonesian farmers currently tend to educate their children and provide education to their children to be ready to work in companies or not in the agricultural sector. Because farmers' income tends to be unstable, while working in a company will give their children a steady income. So the skills possessed by children or their descendants are skills not for agriculture. Meanwhile, in Indonesia there is still a high unemployment rate and there are still victims of layoffs. So, some of them chose to return to their hometowns. As experienced by one of the farmers in Tangah Village, who previously migrated to Batam and finally returned to his hometown because his work contract expired. And currently he is continuing his parents' business, namely rice farming. while knowledge about agriculture is still minimal. So, he still helps the rice farming business based on directions from his parents. This requires a performance management system for farmers or land owners. This is intended so that land owners or old farmers can monitor and evaluate the activities carried out by prospective young farmers. On the other hand, the process of cultivating rice in Tangah village is still traditional and requires a large number of farmers. Meanwhile, Indonesia itself is experiencing difficulties regenerating young farmers. The process is still traditional and there is a limited number of farmers and the availability of technology. It is necessary to find out the performance achievements of farmers and determine what should be a warning to farmers. Thus, the aim of this research is designing a proposed performance management system for rice farming in order to find out farmers' performance achievements and find out what needs to be improved during the next planting period.
A combination method was used in this research, starting with the use of qualitative methods used to determine the approach to designing a performance management system, determine performance variables and mathematical formulations and to determine the level of importance of each performance variable by conducting Analytical Hierarchy Process (AHP) interviews with 30 farmers. And quantitative methods were used to determine the performance achievements of farmers by distributing questionnaires to Tangah village farmers and reaching 60 respondents in this research. Then the data was analyzed descriptively to describe the farmers' performance achievements.
The findings in this research found that there were 24 performance variables including 7 performance variables in the resource capability aspect, 12 performance variables in the internal process aspect, and 5 performance variables in the organizational output aspect. Meanwhile, it was found that there were 9 performance variables in the yellow category. In the resource capability aspect, the performance variables that are still yellow include the availability of farmers with the highest level of importance in the aspect of resource capability (26%), technology availability (22%), technology reliability (19%), and training (19%). In the internal process aspect, there are 2 performance variables in the yellow category, namely planting distance (13%) and seed age (10%). In the organizational output aspect, performance variables in the yellow category include harvest yields (25%), profits (24%), expenses (15%), and rice productivity (5%).
To encourage Indonesian farmers to have good rice farming management skills, it is hoped that the findings in this research can provide benefits through theoretical knowledge related to the design of performance management systems for farmers. Apart from that, the findings of this research can also be used as material for consideration by the government in helping the spread of machine tools and training programs to encourage effective and modern cultivation. And also, it can be a consideration for prospective business people when providing machine rental services. Apart from that, this research also suggests further investigation, such as enriching performance variables that have not been included in this research (direct seed planting method), designing performance management systems other than rice such as corn, beans, sweet potatoes. And also, develop the design of this performance management system in the form of an application. |
