Currently, the calculation of freight rates is regulated in the Peraturan Menteri Perhubungan Republik Indonesia No. PM 60 Tahun 2019 tentang Penyelenggaraan Angkutan Barang dengan Kendaraan Bermotor di Jalan and Peraturan Menteri Perhubungan Republik Indonesia No. PM 66 Tahun 2019 tentang Mekanisme dan Penetapan Tarif Penyeberangan. Both regulations determine the freight rates based solely on the vehicle operating costs. Meanwhile, the activity of shipping goods does not only involve transportation, but also other elements of logistics.
In order to determine and calculate the freight rates, a comprehensive calculation of logistics costs, which will be the basis to set the rates, is required. One of the most reliable models that can be utilised to calculate logistics cost is the natopnal logistics cost developed by Saragih (2010) which states that the national logistics costs consist of of transportation costs, inventory handling costs, and logistics administration costs. In this study, an adjustment and justification of the national logistics costs model is conducted so that it can be used to approximate the freight rates of a particular commodity. Therefore, other relevant models are required for the development. The models that are used for the development are the existing freigft rates calculation (PM No. 60 and 66 Tahun 2019) and Ballou (2004) that is used to calculate the inventory handling costs.
The model development is carried out using the system modelling approach and activity-based costing. After developing the model, the model is verified and tested. The freight rates calculation is conducted with Microsoft Excel. After accommodating the logistics costs, there is an increase in freight rates for all routes from Jakarta to Central Jakarta by 27.64%, Bandung by 33.54%, Semarang by 23.34%, Yogyakarta by 26.81%, Surabaya by 23.69%, Denpasar by 21.91%, Palembang by 16.77%, and Medan by 24.05%. Moreover, it is found that there are several significant parameters for calculating the freight rates, i.e. the shipment size (Q), loading capacity (MA), and distance (l). |
