Therefore, it must have several parameters in managing for having alignment between IT implementation and business goals.
COBIT as one of IT Governance model, give us its contribution in doing performance measurement of those processes which are held in enterprise. COBIT that is developed by ITGI, has 34 processes which is grouped into 4 domains. They are Planning and Organization, Acquisition and Implementation, Delivery and Support, and Monitoring and Evaluation. The scope of 4 domains that is served by COBIT, is a good practice in processes performance capturing of one enterprise in vast area.
The starting point in choosing IT processes which are relevant with TELKOMRisTI is by using the matrix that mapping the relationship between business goals, IT goals and IT processes. There are 28 processes suited business goals of TELKOMRisTI. Then afterward, I give questionnaire that questioned staff the existence and the performance of those processes. I did interview with managers for having their expectation for maturity level of those processes. Thus, input from questionnaire, I defined current maturity level each processes, then comparing them to expected maturity level.
Output from the questionnaire is there are 4 processes that arent implemented in TELKOMRisTI, those are DS1, DS2, DS3 and DS8. Those undefined processes will defect processs performance to gain IT goals. For instance, ensure mutual satisfaction of third-party relationship and make sure that IT services are available as required. The performance of those processes which affect the two IT goals are only reach 30percent.
IT process we can find in TELKOMRisTI, generally have maturity level at 3 (defined process), which is expected at 4 (managed), except for processes AI3, AI2, AI4, DS7, ME1 and ME3. Those processes I mentioned before have accomplish managements expectation. Gap between current and expected maturity level is wide for IT human resource process (maturity gap: 3) and procure IT resource (maturity gap: 2). Existing condition of IT processes has condition where management has realize there is a must to implement those process and there is a lack in management to create decision because it still based on staff initiative.
Contribution from each process to gain business goals is defined by taking a relationship between processes to the rank of business goals. Then we can get the value of how much one process could contribute respect to all business goals, and place those processes into sequence value in increase order. The big five of process goes to PO2, AI7, AI5, PO4 and PO6. Then put two parameters, maturity level and the value of contribution of IT process side-by-side, thus comparing them to get which process is significant to approaching business goals of TELKOMRisTI.
By defining significant process, management could take a good responsible to inspect the process regularly. We conclude 6 significant processes which accomplish the criteria; those are PO2, PO4, PO7, PO10 and AI5. These processes then be given a recommendation what should they do to fix or develop its performance.
