Accidents can be caused by several factors, such as systems and technical safety devices and other safety support facilities. However, there is one important factor that plays a role in the occurrence of accidents at level crossings, namely the behavioral factor of road users. Therefore, this study aims to obtain a description of the behavior of road users at level crossings that can increase the risk of accidents. The method in this study uses a qualitative approach through field observations, interviews, and filling out questionnaires. The field observation method is intended to study violations and analyze aspects of the safety system applied. The officer interview method is intended to obtain a chronology of accidents and to obtain an overview of the characteristics of the level crossing under study. Interview methods and filling out questionnaires for road users are intended to obtain data that describes the behavior and decision-making of road users at level crossings. Based on the results of the study, it was found that the number of violations committed by road users was quite high. In addition, the characteristics of level crossings indicated by road contour conditions, safety systems, volume of road users, as well as waiting duration and duration of crossing road users are not according to the rules. The conclusion of this study shows that the behavior of road users that threatens safety is influenced by predisposing factors, supporting factors, and driving factors. Such behavior can be minimized by implementing risk mitigation measures through the implementation of avoidance and mitigation strategies. For avoidance strategies, stakeholders can use preventive and repressive approaches. The strategy to reduce can be done with the HFACS approach on the safety system aspect and the BBS approach on the behavioral aspect of road users. In the HFACS approach, an internal evaluation of the implementation of the safety system by stakeholders is carried out. Meanwhile, in the BBS approach, an evaluation is carried out based on the behavior of road users towards safety at level crossings. text
