Summary:In Indonesia, 3.52% of car accidents occur on toll roads with average 2,5% casualities every years. One of which is driving behavior above the speed limit. To reduce the risk of accidents on toll roads, it is necessary to increase the desire to comply with speed limit rules. Therefor we need a study that can maps the driver's desire to comply with the speed limit rules for driving, so as to produce strategies that can reduce the number of accidents on toll roads in Indonesia. This study aims is to maps the driver's desire to obey the rules of driving speed limits on toll roads using the theory of planned behavior (TPB) and Homel model approaches (legal sanctions and non-legal sanctions). The model used in this study contains seven constructs from the TPB and two constructs from the Homel model with a total of 37 constituent indicators.Data was collected through questionnaires distributed to toll road drivers in Indonesia. Data processing uses the method of Structural Equation Modeling (SEM) – Partial Least Square (PLS) method. Based on the results of data processing, it is known that the factors that influence the desire to obey the speed limit rules for driving on the toll road are significantly influenced by affective norms, cognitive norms, and non-legal sanctions. Non-legal sanctions are the biggest factor influencing the desire of drivers to comply with the driving speed limit rules on Indonesian toll roads.
