Forestry Partnership is one of the Social Forestry schemes regulated in the Minister of Environment and Forestry Regulation No. 83 2016 with the aim of empowering communities through strengthening capacity and providing access to forests, improving community welfare, and conserving forests. With an area of 202.2 Ha, Hutan Pangkuan Desa (HPD) Cibiru Wetan, Kabupaten Bandung, is one of Perhutani's working areas that implements the Forestry Partnership scheme through the Decree of the Minister of Environment and Forestry No. 8947 2018. The practice of forest management with the Forestry Partnership scheme is inseparable from obstacles that can affect the level of its success, one of which is constraints on organizational aspects and orientation of economic values. On this basis, this study aims to analyze the relationship between stakeholders in forest management in HPD Cibiru Wetan, analyze the level of community welfare and the influence of Kulin KK scheme on community welfare itself, and analyze policies in forest management in HPD Cibiru Wetan. Data was collected through literature studies and interviews with representatives from each stakeholder and 33 resource persons who are members of LMDH Manglayang Lestari. The data that has been collected is then analyzed using the method of stakeholder analysis and analysis of income and community welfare. The results showed that the stakeholders involved in forest management in HPD Cibiru Wetan were BPSKL for Java, Bali, Nusa Tenggara Region as key stakeholder, LMDH Manglayang Lestari as primary stakeholder, as well as Perhutani, PPG Sadawana, Dinas Kehutanan Provinsi Jawa Barat, Pokja PPS and Pemerintah Desa as secondary stakeholders. The imbalance in 3R (responsibilities, rights, revenues) still occurs because all stakeholders have not carried out their obligations and responsibilities in accordance with applicable policies. Meanwhile, the relationship between stakeholders in general has been running without any conflict, but the synergy has not been achieved. Even though the community is categorized in the decent living category (prosperous), the income from Forestry Partnership activities only contributes 22.65% to the total income. The objectives of forest management through the Forestry Partnership scheme at HPD Cibiru Wetan have not been achieved because there are still discrepancies between policies and their implementation in the field.
