Summary:The provision of public housing is one of the government's efforts to meet housing needs by constructing apartment buildings. The establishment of these apartment buildings, as outlined in the 1 million public housing program, aims to provide affordable and decent housing, particularly for low-income communities (MBR), and serves as a rejuvenation approach to address urban blight. However, the implementation of the public housing program, especially simple apartment buildings targeted at the MBR, faces various challenges such as poorly maintained units and a tendency for them to become slums, leading to the existence of vacant units. This indicates the suboptimal execution of the public housing provision program. This research adopts a qualitative method with a case study approach to elucidate the existence and causes of issues in public housing provision. Researchers directly immerse themselves in the field to comprehend phenomena at the research location. The case study aims to identify actors, stakeholders, and their achievements at each stage of housing provision. Information on factors influencing the effectiveness of the Housing Estate (Rusunawa) provision program and its sustainability, including institutional improvements and the adaptation of successful public housing programs, is the focal point of the study. Utilizing the Outcome Mapping (OM) framework, the research identifies the conditions of the Rusunawa provision program in Indonesia, focusing on actor identification, behavioral changes, and social learning. The evaluation of the effectiveness of the Rusunawa provision program in Indonesia is conducted based on the Housing Delivery System concept. The case study involves simple rental apartment buildings in the DKI Jakarta Province, such as Jatinegara Barat and Daan Mogot, considering that Jakarta encompasses the largest proportion of housing at 48.41%. Challenges in public housing provision include policy-making, institutional growth, and the production and management of physical housing. The DKI Jakarta case study indicates the ineffectiveness of the Rusunawa provision program due to insufficient integration and coordination among involved parties. The research concludes by emphasizing the need for increased coordination in the planning, execution, and management of Rusunawa projects. Enhanced synergy among institutions or authorities involved is crucial to avoid inefficient management, rising costs, and ambiguity in achieving program goals. Comparative studies and the adaptation of public housing systems from neighboring countries, especially within the ASEAN region with similar cultural backgrounds, can serve as solutions to enhance the efficiency and effectiveness of public housing programs in Indonesia.
