According to this regulation, electronic medical records must meet high standards of availability and security. Despite numerous studies on electronic medical records and the release of the Satusehat platform by the Indonesian government to establish a centralized health system, the security of Satusehat can still be enhanced, and the implementation of cloud computing systems can contribute to improving system availability. The objective of this final project is to implement a prototype of electronic medical records in compliance with the standards referenced in Minister of Health Regulation Number 24 of 2022. To achieve high availability, the system adopts a microservices architecture and cloud services, employing a container orchestrator such as Kubernetes and utilizing load balancing and horizontal autoscaling. Additionally, data security aspects adhere to the standards set by HL7 FHIR, covering timekeeping, authentication, authorization, and access control using the Attribute-Based Access Control (ABAC) model, digital signatures, and logging. The project outcome will be a backend service deployed on the Google Kubernetes Engine (GKE). Test results indicate that the prototype system successfully achieves a high level of availability by utilizing multiple replicas of the backend service. Replicas are automatically created through horizontal autoscaling, and requests are successfully handled by the replicas using load balancing. Security aspects outlined in HL7 FHIR, including encryption features, are also effectively implemented and functional. text
