Apart from collecting it, there is not much special handling of textile waste which is increasingly accumulating so that its influence has a big impact on the surrounding environment. The remaining pieces of cloth are still considered good and have the potential to be recycled because they have a variety of colors, sizes and conditions that are suitable for processing into new products. The type of fabric that is often used in this convection is cotton combed 30s. This type of fabric has a grammage of 190-200 gsm with a fabric thickness that is quite thick and comfortable when used. So far, waste from scraps of fabric is often only made for domestic purposes and fashion accessories. Not many textile waste processes have been found that can be turned into products that have functions other than decoration. One of the product innovations made from textile waste in this research is toys for toddlers aged 2 - 5 years. This is based on the need for a diversity of play media for children in the pre-operational age stage. Furthemore, it is also based on the safety of the manufacturing materials. So that cloth can be a safe material to use as a playing medium. In this research, the recycling process was carried out by applying surface design techniques. Based on this, researchers wish to try to recycle textile waste in the form of pieces of cloth by exploring background design techniques to produce textile products in the form of toys for toddler. This research uses a qualitative research method with an experimental approach and Participatory Action Research (PAR) by exploring until the best alternative is obtained according to what is desired. text
