Summary:During Pandemic and COVID restrictions during 2020 to 2021, many people have found themselves in need of reliable connection from home. The home broadband become new trends including Indonesia where reachable through fixed-broadband or 4G/5G fixed-wireless access type of connections where optical cables difficult to reach those locations. Mobile Network Operators (MNOs) see this as opportunities to increase their revenue; considering their slower take up on revenue growth in mobile broadband, while future 5G technology to deliver better user experience then 4G and equal to fiber optical. However, uncertainty on 5G during initial phases due to absence of several 5G actors in Indonesia make MNOs need to have better approaches rather than forecasting method. This research tries to answer key focal issues and research question on how to bring profitable 5G Fix Wireless Access (FWA) for the next 5 years in Indonesia through adaptive scenario planning methods. Qualitative research approach being conducted to predict multiple plausible scenarios through semi-structured interview and focus group discussion. There are 16 key driving forces and trends observed with two critical uncertainties: Technology 5G Ecosystem Readiness and Market Competition. There are four plausible scenarios build from 2x2 matrix: Healthy Market Scenario (HMS) - preferable, Healthy-Segmented Market (HSM), Stagnant-Limited Market (SLM) – As is, and Highly Competitive Market (HCM). Exploring the implication and options for each scenario help MNOs to have multiple strategic choices adapting to the future and prepare MNOs for agile organization. Early warning signals provided as leading indicators to create imperative strategies within these three aspects of regulations, technological and business.
