Description
Summary:The Uninhabitable House Assistance Program (RTLH) is one of the government programs with the aim to solve the problem of slum dwelling conditions. RTLH is defined as a house that does not meet the requirements of building safety, minimum building area adequacy and occupant health. One of the villages that received RTLH assistance as a pilot, Sukabares Village, Ciomas District, consisted of 51 units spread over 2018. The purpose of this study is to examine the sustainability of community livelihoods in the Sukabares Village RTLH Assistance Program as an impact of changes in residential area arrangement. The research methodology used qualitative and quantitative methods with a sustainable livelihood framework approach. Primary data collection included field observations, questionnaires, interviews, documentation, and secondary data in the form of program documents and literature studies. The results of the sustainable livelihood framework analysis show that the RTLH program in Sukabares Village, Ciomas District, provides benefits by increasing livelihoods for the community. The most influential changes in capital assets are physical capital and financial capital. The RTLH program has influenced the livelihood of the community. This is shown by the changes in community livelihood assets in Sukabares Village, which have increased compared to before the program. The community tries to overcome their vulnerabilities due to the changes caused by the program. These vulnerabilities include the lack of education, the low adaptation of the community in maintaining physical shelter, and the community's lack of savings. Strategic improvements in institutions, policies and processes as well as enhancement of livelihood assets are expected to improve community livelihoods. Much attention is needed to continue improving community livelihoods in Sukabares Village. The role of various local governments and the private sector is needed to be able to reduce vulnerability and be able to maximize existing assets to be able to achieve sustainability goals.
