Additionally, post-pandemic tourism has experienced Revenge Tourism as a form of revenge for missed travel during the pandemic, which could potentially increase tourism in Subang. This potential has led to tourism development that converts the land use of PTPN 8 plantations in the Ciater District. Existing tourism is located within the agricultural land area, not designated for tourism. Land conversion raises concerns among the local community due to reduced water absorption areas. Consequently, the Regent of Subang has imposed a moratorium on tourism development in South Subang. This research explores the dynamics of converting plantation land into tourism from a sustainable tourism perspective. The study utilizes a qualitative method with a case study approach. Ministerial regulations serve as the framework for Sustainable Tourism in the discussion. The research results indicate that the land conversion is motivated by PTPN 8's innovation to increase their income. Land conversion occurs because the Spatial Zoning Plan permits non-agricultural activities in plantation areas, and the income ratio of PTPN's tourism sector is more significant than the income of the plantation sector. The implementation of sustainable tourism in Ciater District reaches 32.04%. Social and economic sustainability reaches 43.75%; Environmental sustainability reaches 32.10%; Sustainable management reaches 31.86%; Cultural sustainability reaches 17.31%. text
