Summary:Elnusa Petrofin (EPN) in the Kalimantan region, specifically the Transportation Department Area V, is implementing the fuel distribution using the All in Plus distribution project scheme. Elnusa Petrofin Transportation Area V Kalimantan, in the operation of fuel distribution, needs to meet the fleet quantity and tonnage requirements. Since January to September 2023, Transportation Area V Kalimantan has been facing issues related to tonnage fines that consistently arise every month. Using the Five Whys method, the root cause of the recurring tonnage fines is found to be the presence of tanker trucks that have reached 10 years of age. Based on regulations related to tanker trucks from Pertamina, vehicles that reach 10 years of age must undergo fleet rejuvenation to prevent metal fatigue. In an effort to fulfill the fleet and tonnage requirements, the decision is made to rejuvenate and strengthen the fleet for the needs of the 16KL Head Truck. The manufacturers of the Head Trucks that have provided bids are Hino FM 280 JD ABS, UD Truck CWE 280 WB4300 ABS E5, and Mercedes Axor 2528 CH. This research aims to select a tanker truck that not only meets the required tonnage strength but also considers stakeholder expectations. Stakeholder identification is conducted to understand expectations regarding the selected fleet, and stakeholder expectations regarding fleet criteria are narrowed down using the Value-Focused Thinking (VFT) approach. The criteria for the Head Truck with the VFT approach are Cost, After Sales, Durability, and Technical. To assess criteria and alternatives, this research utilizes the Analytical Hierarchy Process (AHP) method. The AHP results indicate that the highest criterion weight is Cost (61%), followed by After Sales (17%), Durability (14%), and Technical (8%). The AHP results for the highest alternative weight are Hino FM 280 JD ABS with a value of 52%, UD Truck CWE 280 WB4300 ABS E5 (29%), and Mercedes Axor 2528 CH (19%). The outcome of the AHP process suggests considering the primary criterion of Cost with the alternative of Hino FM 280 JD ABS. The results of the selection using the AHP method can serve as management decision support in choosing a fleet capable of addressing the challenges in the fuel distribution business.
