PROPOSED IMPROVEMENT OF CONTRACTOR SELECTION FOR MAINTENANCE OF REACTOR EFFLUENT AIR COOLER USING VALUE-FOCUSED THINKING AND ANALYTIC HIERARCHY PROCESS AT PT KILANG PERTAMINA INTERNASIONAL RU V BALIKPAPAN

The objective of equipment maintenance is to restore the functionality of the equipment so that it can continue to perform the required functions for a specified duration. Through the scheduled maintenance activities (turnaround), PT Kilang Pertamina Internasional RU V Balikpapan strives to operate its equipment reliably so that it can produce oil and natural gas products for domestic needs especially domestic requirements in the central and eastern Indonesian distribution region. One of the equipment is the Reactor Effluent Air Cooler (REAC) as an important equipment in the secondary process area of refinery. Based on experience in previous maintenance, there was a delay due to repeated work on the welding tube of the equipment which required additional repair processes until it was stated that it had met the requirements for welding compliance. The rate of rejection for REAC repairs exceeded the target of 2% by reaching 43%. Repeated work also occurred on welding work on other equipment such as furnaces and pipe welding. The impact of this repetition of work is delayed completion of work and potential financial losses. The post-maintenance report states that the selection of contractors needs to undertake a comprehensive ability review before being declared a winner of the contract. The study was conducted using the Value-Focused Thinking (VFT) method to identify criteria to be considered in the selection of contractors. Through discussions with Subject Matter Experts and Management, 5 contractor selection criteria were obtained: (1) Safety and Health; (2) Technical Ability; (3) Management Capability; (4) Financial; and (5) Reputation. The next method for selecting contractors is using the Analytic Hierarchy Process (AHP) based on the selection criteria. Contractor APL is the best alternative with a score 57% that can be proposed to proceed to the commercial bidding phase. Improvement of the contractor selection process can be done at the pre-qualification stage or the tender evaluation stage with the proposal of AHP methods on procurement procedures for goods and services.
