Summary:PLN UID Riau and the Riau Islands have 113 isolated systems in the islands, one of which is Natuna. Talking about electricity or energy, there are three things that are of concern (energy trilemma), namely energy security, energy equality and energy sustainability. Natuna's electricity condition, which is still minimal, tends to be in deficit, potentially causing problems for the surrounding area if not managed well. This final assignment aims to develop a technique or method for electricity problems in Natuna by creating several alternatives to overcome these problems, by increasing the availability of electricity in Natuna. Natuna is one of the districts in the Riau Islands Province, Indonesia. The capital is Ranai. Natuna is the northernmost archipelago in the Karimata Strait. To the north, Natuna borders Vietnam and Cambodia, to the south it borders South Sumatra and Jambi, to the west it borders Singapore, West Malaysia, Riau and to the east it borders West Kalimantan and East Malaysia. Natuna has great maritime wealth. The issue of Natuna is often a strategic issue because China often states that part of the Natuna Sea is China's territory. Considering that Natuna's electricity condition is not yet reliable, a simple, easy and fast decision-making method is needed to manage the various attributes used as factors in decision-making analysis. Kepner Tregoe (KT) is used for Situation Analysis and finding the root of the problem based on facts. Selection alternatives are analyzed using the Simple Multi Attribute Rating Technique (SMART). Analysis and application of the Kepner Tregoe (KT) and SMART methods will be carried out using focus group discussions consisting of various scientific disciplines and experts in their fields (Subject Matter Expert/SME) The Simple Multi Attribute Rating (SMART) technique is suitable for use as an analysis for decision makers in a short time, so that the best alternative can be selected quickly according to current operational needs. The proposed alternative is the addition of a PLTD power plant.
