Description
Summary:Padang City is located in western coast of Sumatra Island, a convergence area between of Eurasia and Indo Australia slabs. The convergence of both slabs makes Padang City highly vulnerable to earthquake and tsunami disasters. Therefore, measures of mitigation to relieve any disaster risks that likely occur are strongly required. Thus, a study aimed at determining risk level of tsunami disaster in Padang City area is carry out.

Identification of disaster risk level is an initial attempt to take preventive action and to relieve impacts of any disaster. In identifying the risk level of a disaster, three factors are determined, namely, danger, vulnerability, and capacity. The initial stage in this research is to formulate the sub-factors and indicators of tsunami disaster risk. The sub-factor of danger is water overflow, indicators of which are elevation, distance from coast, and distance from river. Sub-factors of vulnerability are physical, social status, and economic vulnerabilities. And sub-factors of capacity/endurance are resource and mobility. The sub-factors are further broken down in more detail into risk indicators of tsunami disaster in Padang City.

The sub-factors and indicators of disaster are analyzed by using Geographic Information System (GIS) set in data processing, analysis, and maps display. The results of applying the GIS set are in form of danger level, vulnerability, and capacity maps. These maps are overlaid so as to produce a risk level map of tsunami disaster in Padang City.

From the risk level map of tsunami disaster in Padang City, it is find out that there are 11 kelurahans (villages) with high risk level of tsunami disaster. The total area of the 11 kelurahans was 5,352 Ha (7% of Padang City area) with population of 16,149 people.

The recommendation offered for litigating disaster risks is basically by minimizing the risk level itself in accordance with the condition of each area. For the areas of low density, that is, Kelurahans of Sungai Beremas, Pasir Kandang, Pasir Sebelah, and Padang Sarai, non-structural mitigation could be pursued, that is, by conducting space control on the areas. Meanwhile, for the areas of high density, such as Kelurahans of Berok, Purus Tengah, and Air Tawar Barat, structural mitigation, in the form of development of sea wall and break water, could be implemented.
