However, Indonesia still has problems in basic needs, namely meeting drinking water and sanitation needs. Indonesia's achievement of access to adequate sanitation in 2021 is 80.29% (Pokja PPAS, 2021). Where the definition of proper is that people already have a septic tank but have not had it sucked regularly every 3-5 years. SPALD-S has an important role in achieving sanitation targets, but in its implementation there are several challenges such as the local processing system not being tight (Mills et al., 2017), the local processing unit not yet desludging (Mardikanto et al., 2017), lack of fecal sludge supply which entered the Fecal Sludge Treatment Plant (IPLT) as well as the discovery of illegal fecal sludge disposal practices (Ngoc et al., 2020). One of the things that happened in Subang Regency was the non-operation of the IPLT that had been built due to a lack of fecal sludge supply, inadequate human resources both in terms of quality and quantity, and good cooperation between stakeholders. Currently, Subang Regency has planned the construction of a new IPLT which will be operational in 2025. The implementation of LLTT (Scheduled Fecal Sludge Services) in an area can perfect the performance of the IPLT as in research on the performance of the Suwung Bali IPLT where there was an increase in performance from 81.46% to 89.79%. In this research, an analysis of the potential of the Subang Regency area for implementing LLTT will be carried out and assessing the performance of existing fecal sludge management based on the results of questionnaires, observations, and interviews. The results obtained were "quite feasible" for Subang Regency to implement LLTT with the need to improve and complete several aspects IV of LLTT. Then the LLTT financial model was determined based on regional potential and model 3 was selected, the scheme was then developed based on the conditions and potential of the Subang Regency region and declared financially feasible based on the results of the financial feasibility analysis using NPV, IRR and Payback Period, where the financial scheme involves the private sector, integrating Perumdam R3 & R4 customers into LLTT customers and financing sources from the regional government and the sale of dry sludge. Strategies that need to be carried out based on the SWOT analysis include formulating the first concept of LLTT, making regulations about collaboration with the private sector, mapping and collecting data on potential customers, socializing, and empowering the community through strategic programs, and carrying out septic tank inspections. text
