Description
Summary:This research aims to enhance the contract monitoring process at JOB Kasyaira, a prominent player in the oil and gas industry in Indonesia. Recognizing the pivotal role of effective contract management and monitoring in the procurement process, this study seeks to address the inefficiencies identified in the current subjective and irregular contract monitoring practices at the company. Through a qualitative research methodology, employing in-depth semi-structured interviews with involved stakeholders, the study analyzes the existing monitoring procedures, pinpoints critical issues, and proposes a new structured contract monitoring framework. Drawing upon the theoretical underpinnings of contract management and monitoring, alongside integrating best practices from the International Oil and Gas Producers (IOGP) Operations Management System (OMS) framework and the United Nations (UN) Handbook on Procurement, this research outlines a comprehensive implementation plan. The plan emphasizes the establishment of clear Key Performance Indicators (KPIs), regular progress meetings, formal testing, and technical reviews and audits, aiming to transition from subjective to objective monitoring practices. A significant component of the proposed strategy includes a 17-week preparation phase dedicated to the development and implementation of these KPIs, ensuring adherence to service level agreements for complex contracts. The research contributes actionable insights into improving contract performance and reducing associated risks at JOB Kasyaira. By offering a detailed analysis of the company's current contract monitoring process, including management phases, performance monitoring, change management, dispute resolution, financial management, and contract completion, the study not only identifies the gaps but also provides a structured framework for enhancement. The proposed plan, having been discussed and approved by relevant stakeholders, signifies a strategic move towards optimizing contract management practices, thereby promising to elevate the operational efficiency and profitability of JOB Kasyaira in the competitive oil and gas sector.
