Despite the number of gas stations around the country, gasoline supply in Indonesia remains unstable, owing mostly to the ongoing issue of fuel shortages. These shortages have been a recurrent issue, owing to variables such as global oil price volatility, transportation constraints, and distribution inefficiencies. PT Pertamina Patra Niaga, a prominent player in the energy supply chain, faced challenges in achieving KPI MS2 compliance in Quarter 4th, 2022. The research underscores the importance of Supply Chain Responsiveness in mitigating challenges and achieving compliance. The research aimed to optimize the daily routing of tank trucks within the supply chain, seeking a reduction in the number of tank trucks required for operations. The study employed a comprehensive methodology involving the identification of root causes through a meticulous root cause analysis. In tackling the Vehicle Routing Problem, heuristic methods were applied, specifically utilizing the sweep algorithm and nearest neighbor approach. These heuristic techniques are widely recognized for their efficiency in addressing complex logistics challenges. A key aspect of the study involved utilizing the fishbone diagram to discern the root causes contributing to the challenges faced by PT Pertamina Patra Niaga. The analysis identified four significant factors—environment, people, machines, and methods—each playing a distinct role in hindering KPI MS2 compliance. The results of the heuristic methods, particularly the sweep algorithm and nearest neighbor, revealed promising outcomes. The daily requirement for tank trucks was successfully reduced from 77 to 52, encompassing various capacities such as 16 KL, 24 KL, and 32 KL. In conclusion, this study sheds light on the unachieved KPI MS2 compliance faced by PT Pertamina Patra Niaga in Quarter 4th, 2022. The application of heuristic methods, root cause analysis, and data-driven approaches provided insights that can significantly enhance the company's operational efficiency. The optimization of daily tank truck routing, as evidenced by the results of the sweep algorithm and nearest neighbor, showcases tangible benefits and sets the groundwork for a more resilient and compliant supply chain. text |
