Summary:This master thesis explores the strategic expansion plan of Edelweiss Healthcare Group in West Java, Indonesia, focusing on the construction of new hospitals to meet growing healthcare demands. Through the application of the Simple Multiple Attribute Rating Technique (SMART), several scenarios were generated, considering attributes derived from interviews with management and internal company documents. Nine potential locations were identified and evaluated based on the aggregate benefits and costs. The interim decision plot facilitated the creation of an efficient frontier, highlighting Cianjur Regency, Bandung Regency, Garut Regency, Majalengka Regency, and Sumedang Regency as the top contenders. Further analysis led to the selection of Cianjur Regency as the optimal choice, aligning with decision makers' preference for benefits over costs. Sensitivity analysis grouped attributes into costs and benefits, reinforcing the selection of Cianjur Regency as the most favorable location for the new hospital construction investment project in West Java. This research provides valuable insights to Edelweiss Healthcare Group, enabling informed decision-making for successful expansion endeavors.
