Blocking in truck entry to the refueling stage were caused by long queues, driver negligence, administrative processes, and technical glitches at the terminal. These issues impacted the efficiency of the refueling process and prevented the operational target from being achieved. Utilizing the SIOD application at Terminal X, this study interprets data to determine the flowtime of the refueling process. Root cause analysis using the 5 Why method identified delays in refueling trucks, with capacities of 16 KL and 24 KL, exceeding contract targets by 20%. Reducing flowtime could result in PT PN, the stakeholder, saving IDR 574 million annually in overtime expenses and reducing worker fatigue and incidents during late-night work. This research provides practical implications that can improve PT EPN's operational performance. The recommendations presented aim to improve the number of man-hours worked, efficiency, and safety. The proposed strategy involves identifying operational constraints and defects that affect operational performance, as well as finding effective solutions to allocate daily operational targets in line with contractual obligations between PT EPN and PT PN. text |
