PT Norma Diagnostik Indonesia, an exclusive regional distributor for Indonesia in the distribution and service of in vitro diagnostic (IVD) products from several international principals, experienced a significant decrease in product sales value in 2022 following the COVID-19 pandemic, leading to the largest net loss in the company's history. Upon investigating the root causes, it was found that the company sought to expedite decision-making in response to business fluctuations, but lacked a stakeholder-based risk management strategy. This study aims to design a stakeholder-based risk management strategy at PT Norma Diagnostik Indonesia by identifying and evaluating risks within its business ecosystem. It begins with prioritizing the company's strategic goals and performance criteria to create risk impact attributes comprising cost, chronogram, market share, quality, and employee retention. Subsequently, a business model canvas mapping is employed to outline the ecosystem's minimum key elements, including stakeholders, their roles, value propositions, and interactions. The ecosystem comprises 14 stakeholders with 59 interactions, leading to 113 identified risks. This mapping provides a foundation for the process of identifying relevant risks for every potential failure in stakeholder interactions. These risks are assessed using an integrated stakeholder-risk assessment, resulting in a 'risk significance’ index that highlights the risks from stakeholders with significant impacts on the company's strategic objectives. A Pareto analysis on the index and a risk response evaluation approach through an impact-probability matrix for each ecosystem stakeholder identified 21 key risks. Furthermore, employing a salience-position matrix and a probability-impact matrix, effective risk management strategies were proposed.
