This final project study addresses critical business issues within ACE‘s Performance Measurement System (PMS), which are the lack of performance measures to monitor the implementation of Goals and Objectives (G&O) and lack of feedback loop mechanism for organizational continuous improvement. Moreover, the final project study aims to design performance measurement tools and parameters to establish performance indicators and feedback mechanism for management in refining ACE strategies and continuously working towards achieving their G&O. To address those business issues and to achieve the final project study’s objective, Performance Measurement Progression Map (PMPM) method with mixed-method analysis is employed to evaluate and revise ACE existing PMS. Two (2) out of (3) phases of PMPM are used, which are the high-level system evaluation and the performance measures evaluation. The first phase, high-level system evaluation, the system class of ACE existing PMS is determined to define the level of enhancement. The second phase, performance measures evaluation, a new set of performance measures are proposed to measure the defined long-term/strategic goals from the first phase evaluation. Therefore, having completed the analysis, the final project study proposes alternative solution of ACE Enhanced PMS, which has the following features of new five (5) long-term strategic goals, twenty-five (25) performance measure are defined to measure the achievement of the long-term strategic goals, the components of enhanced PMS consisted of “Goals”, iv “Performance Measures, “Objectives”, and “Bi-annual Target” sequentially, and the usage of G&O information system. The recommended implementation plan of Enhanced ACE PMS is divided into four (4) phases. The first one is initiation phase, which is to conduct awareness session to relevant stakeholders (ACE Governing Council and ACE Staff Members) and to formulate the implementation team. The second phase is planning phase, which the implementation team and ACE management team drafting the components of Enhanced PMS to be implemented, the third phase is the implementation phase, which divided into G&O information system implementation, workshop, and training. The final phase is the monitoring and evaluation phase as continuous assessment of the system. text |
