MAKING EFFECTIVE OF THE CIMAHI's URBAN STRUCTURE OFFICE IN CONTROLLING OF SPATIAL UTILIZATION AT KELURAHAN CIPAGERAN

Kelurahan Cipageran is one of area intended as conservatory and rural areas within the Cimahi's Regional Spatial Layout Planning (RTRW) document. However, there are a good deal of housing and residential areas constructed at Kelurahan Cipageran without permission document in addition to the fact those building and houses are not fitted with predetermined Basic Structural Coefficient (KDB). To controll spatial utilization of conservatory area at Cimahi, its Governmental Authority, throughout Article 16 of Number 32 Local Regulation of 2003 about Guidelines of Developmental Density within Cimahi Town Territory. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Nevertheless, such policy existence does not succeed to eliminate violations on urban spatial structures. Consequently, it appears a question about how to make effective of the Cimahi's Urban Structure Office in controlling of spatial utilization. This study evaluate controlling process of spatial utilization via process approaches conducted by Cimahi's Urban Structure Office. By formerly determining of some indicators and benchmarks as measuring tools to look for uneffectiveness causes of the Urban Structure Offices in performing of controll on spatial utilization, it is expected that this study is able to formulate some implications that must be paid attention to improve controlling of spatial utilization in the future. Throughout indicator and benchmark testing, it would be obtained causes of uneffectiveness of the Urban Structures Office (DTK) in performing of controlling for spatial utilization, among other, is to handle coordination among subdistrict and kelurahan, to make a report on spatial violations to related instances, firmness in carrying out of ordering process. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Based on this research conclusion, therefore further implication formulation in attempt to improve controlling of spatial utilization at Kelurahan Cipageran would be took into effective throughout coordination with Kelurahan and Subdistrict parties, to make report on spatial structural violations to related instances, to conduct periodical and firmly and boldly evaluation in providing appeals or cautions to spatial structural violating parties at this Kelurahan Cipageran.
